E-Tourist

E. tourist is a subsystem of the NTIS (National tourism information system) for the registration of tourists. It requires accommodation providers to provide information on all tourists accommodated.

All providers of accommodation services, regardless of the type of service provided, are required to provide information on the people who the accommodation services are provided to, whether they are classified (motel, campsite, guesthouse, hotel) or unclassified (youth hostel, rural tourism, holiday home, private accommodation, sanatorium accommodation, tourist boat accommodation, tourist camp), and natural or legal persons.

Tourists are considered to be individuals who travel outside their usual environment for less than one year for leisure, business, or other personal purposes, excluding cases where the purpose of travel is employment. Therefore, regardless of whether the tourist arrives from a foreign country or is traveling within Lithuania, if they use classified and/or non-classified accommodation services, such individuals must be registered in the “E. tourist” subsystem.

Accommodation service providers are defined as natural or legal persons offering short-term paid services under the following NACE Rev. 2 classification activities:

  • 55.1 – Hotels and similar accommodation

  • 55.2 – Holiday and other short-stay accommodation

  • 55.3 – Camping grounds, recreational vehicle parks, and trailer parks

Please note that accommodation services are subject to a 12% VAT rate, and service providers are required to obtain a license issued by the State Consumer Rights Protection Authority.

Individuals, regardless of their citizenship or place of residence, are not considered tourists and do not need to be registered in the E. tourist subsystem if at least one of the following conditions is met:

  • The person uses accommodation services for one year or longer;

  • The person enters into a rental agreement with the service provider for premises (room, unit, or bed);

  • The services provided do not fall under the NACE Rev. 2 activity categories 55.1, 55.2, or 55.3.

Please note that in the above-mentioned cases, the standard VAT rate of 21% applies.

Main Data (Mandatory):

  • Name and surname;
  • Date of birth;
  • Country issuing the identity document;
  • Arrival date;
  • Departure date;

Additional Data (Mandatory but Not Verified):

  • Place of residence: country;
  • Place of residence: city/village;
  • Number of accompanying minor children (must be entered by one of the accompanying adults);
  • Indicator whether they arrived with a group (via a travel organizer);
  • Primary purpose of travel (leisure, work, health, other);

Failure to provide the data required in the tourist registration card will entitle the accommodation provider to refuse to provide services to the guest.

The data is requested on the basis of Article 32(3) of the Law on Tourism of the Republic of Lithuania. Personal data is processed in the framework of the records of travellers and tourists and the Convention of 19 June 1990 on the Protection of Travellers and Tourists, for the purposes referred to in Article 45(1)(b) of the Convention implementing the Schengen Agreement of 14 June 1985 between the Governments of the States of the Benelux Economic Union, the Federal Republic of Germany and the French Republic on the gradual abolition of checks at their common borders.

There is no objection. The NTIS shall be developed and maintained in accordance with the provisions of the Regulation (EU) 2016/679 of the European Parliament and of the Council on the protection of individuals with regard to the processing of personal data and on the free movement of such data and repealing Directive 95/46 / EC (General Data Protection Regulation).

It is foreseen that additional data relevant to the SDA (State data agency) will be requested in the E.tourist subsystem monthly and quaterly, that can not be collected with tourist cards.The scope and frequency of such data shall be coordinated with the SDA, taking into account the requirements of the legislation governing the collection of statistical data.

Yes, it will remove the obligation to provide the information to the State Data agency directly, however additional data relevant to the SDA will be requested in the E. tourist subsystem monthly and quaterly, that can not be collected with tourist cards.

It is envisaged that accommodation providers will be able to provide information on tourists in the following ways:

If accommodation services providers use a reservation/registration system and choose to integrate with E.tourist

  1. Automatically transfer the data of all arriving tourists via the integration interface.

If accommodation providers do not use a reservation/registration system or choose not to integrate with E.tourist, any of the following methods can be used.

  • 2. A data file can be uploaded directly into the system from a Microsoft Excel file. Additional instructions apply. It is useful when a larger group of tourists is expected and/or when all accommodation users are known in advance (a template for the data file is provided in this link: file upload).
  1. Send link to the tourist
  • They could generate and send a link to the tourist’s registration card in the system, asking them to fill in their details in advance. Also a link can be generated in the system for the group representative to enter the group’s details in advance – relevant when a larger group is expected to arrive.
  • 4. Manual tourist card creation

Data can be entered directly into the system (by the accommodation provider or their representative) upon arrival. A paper tourist registration card can be printed for filling in, to manually enter the information from the card into the system, then destroying the card after the information has been entered or the tourist can be asked to enter the data directly into the system (via a device provided by the accommodation provider).


Data on tourist accommodation must be submitted to the E. tourist system within 24 hours from the date of accommodation, except rural tourism providers, which has 30 days to provide the information.

The official start of the subsystem E. tourist is 2025 January 1st.

National Tourism Information System

What is NTIS?

The National Tourism Information System (NTIS) is a state information system designed to collect, accumulate, store, systematise, analyse and evaluate personal data of travellers and tourists, and tourism resource data, information and documents, as well as to provide related public services.

The objectives are to implement working advanced electronic services related to the accumulation, systematisation and publication of data on tourism resources in the Republic of Lithuania, and the process of registration and accounting of tourists.

  • collect, store and manage data on tourism resources in Lithuania;
  • ensure the availability of data on tourism resources in Lithuania;
  • collect, store and process data about tourists;
  • publish data on Lithuania’s tourism resources and personalised tourist data;
  • exchange data with other public registers and information systems.

The Ministry of Economy and Innovation of the Republic of Lithuania is the manager of the NTIS and the controller of personal data. The NTIS personal data processor is the public institution Keliauk Lietuvoje.

NTIS data providers are:

  • the State Enterprise Centre of Registers, which provides data from the licence information system;
  • the Information Society Development Committee, which provides data from the state information resources interoperability platform;
  • the State Consumer Rights Protection Authority;
  • tourism information centres or, if there is no established tourism information centre in the territory of the municipality, other departments of the municipal administration or other institutions performing similar functions;
  • accommodation service providers.

The National Tourism Information System is one of the measures identified in the strategic documents of tourism development in Lithuania, which aims to enable and accelerate the transformation of the tourism sector by integrating and opening up tourism sector data. The NTIS aims to create a centralised ecosystem of tourism data, to open up data to promote entrepreneurship and to enable more efficient and sustainable data-driven investment decisions for business and government. The implementation of this measure relates to Task 1.12 of the National Progress Plan ‘Increase the competitiveness of Lithuanian tourism’, which addresses the 11th problem – the untapped tourism

potential. The legal basis for the establishment of the NTIS is Article 43 of the Law on Tourism of the Republic of Lithuania.

The NTIS (National Tourism Information System) is a public information system. E.tourist and TRP (Tourist Resource Subsystem) are components of the NTIS.

Tourism resources subsystem (TRP)

The TRP is one of the components of the National Tourism Information System NTIS – Tourism Resources Subsystem. This subsystem collects information on all tourism resources in Lithuania, e.g. attractions, accommodation, catering, entertainment and various rental services (e.g. bicycle or kayak).

The aim of TRP is to gather all the information on tourism resources on one platform, to make this information easily and conveniently accessible so it can be used to promote tourism, develop business and promote Lithuania.

At present, the information in the TRP is provided by the Tourist Information Centres (TICs), and in those municipalities where there are no TICs, by the municipal departments responsible for tourism promotion.

There are currently two ways to submit information to the TRP:

1. After joining the TRP, the representatives of the Tourist Information Centres can enter the information manually by filling in the form provided.

2. The information can be submitted via an automated API. The API interface automatically provides information, updated from the TIC website.

At present, the information in the TRP is provided by the TICs, and in those municipalities where there are no TICs by the municipal departments responsible for tourism promotion. If your service/attraction is not listed in the TRP, please contact your municipality’s Tourist Information Centre or the municipality’s department responsible for tourism to be included in the TRP and to make your services visible to tourists, tour operators and other potential clients or partners.

TRP information is publicly available to all – Lithuanian and foreign tourists, tour operators, tourism service providers, institutions and the public.
